for the
Deschutes River Watershed
The health and vitality of the Deschutes River Watershed benefits the Tumwater community, economy, environment, government, and future generations by providing good water quality, supporting habitat and wildlife biodiversity, increasing resilience to environmental challenges, reducing costs associated with water treatment, and enhancing the quality of life of Tumwater citizens.
Current legal frameworks may not adequately protect the Watershed’s ability to exist and flourish. Granting legal standing to the Deschutes River Watershed would allow for the Watershed’s rights to be represented and enforced in court. Local residents and entities who rely on the Watershed’s health shouild have the ability to advocate for its protection.
The “Standing for the Deschutes” initiative is a citizen-led proposal to enact an ordinance that would recognize the Deschutes River Watershed’s rights to exist, regenerate, flourish, and be free from harmful activities so that it’s able to perform its functions. The ordinance would grant legal standing for any Tumwater person or entity to enforce those rights on behalf of the Watershed, requiring violators to pay for restoration costs.
We are currently gathering signatures on the initiative petition, printable here. We have until August 2024 to get enough signatures for it to qualify to go to the City Council of Tumwater, who can either pass it as written, or send it to a public vote on the November 2024 ballot.

As used within this ordinance, the Deschutes River Watershed shall include Deschutes River and the watershed of the Deschutes River within the boundaries of the City of Tumwater in the State of Washington; which shall include, but not be limited to, Percival Creek, Bush Creek, Meldin Creek, Crosby Creek, Israel Creek, and any other wetlands, tributaries and contributors to the Deschutes Watershed located within the boundaries of the City of Tumwater.
